As George says, it appears to be a light sensitive device and from what I see on the web, it switches lighting on and off depending on natural lighting, so for instance, at dusk it will switch on lights (handy for street lighting).
But it does appear to be called a twilight switch in many sites, one of which is English and which I indicate as a reference.
